Uniform Network Codes (UNC) 452V and 465V: Introduction of the Planning and Advanced Reservation of Capacity Agreement (PARCA) and Introduction of the PARCA, Weighted Average PARCA Security

Two competing uniform network code (UNC) modifications were submitted to implement Planning and Advanced Reservation of Capacity Agreements (PARCAs) in the UNC. We have decided to approve the implementation of UNC 465V and reject the implementation of UNC 452V. The decision letter fully explains why we made this decision. A copy of both UNC modifications can be found on the Joint Office of Gas Transporters website.

The PARCA arrangements propose to align the release of incremental gas capacity to planning processes implemented by the Planning Act 2008. They have been developed to allow National Grid Gas Transmission and industry to take forward and deliver incremental capacity projects within the requirements of the planning process. This should continue to make sure industry can signal for incremental capacity and the risk to consumers of projects not being delivered is reduced.

UNC452V and UNC465V propose to codify the PARCA arrangements. Both modifications proposed to implement broadly the same network code arrangements with one difference to how industry will securitise planning activities. We have chosen to implement UNC 465V as we considered it better facilitated the relevant objectives.
