Decision on Scottish Power Transmission Ltd’s Output Measure Adjusting Event Request and review of the Opening asset Value for the South West Scotland Transmission Investment for Renewable Generation (TIRG) Project

Decision

The South West Scotland (SWS) project is an electricity transmission investment project delivered by Scottish Power Transmission (SPT) under the Transmission Investment for Renewable Generation (TIRG) mechanism. Our consultation letter set out our proposals on three aspects related to the SWS project including; (1) a request from SPT for an Output Measure Adjusting Event (OMAE); (2) our preliminary view on the Opening Asset Value; and (3) our proposals to address the two-year delay in project delivery.

Following our consultation, we have decided to accept the OMAE, and remove the Quad booster from the project scope. This letter also sets out our decision to maintain the Opening Asset Value as forecasted in SPT’s licence, £42.55 million. Finally we have decided that the SWS project has been delivered two years later than expected. This decision letter sets out our prescribed approach to address the revenues received early.
