The Data Communications Company (DCC) is a monopoly company licenced to build and administer the communication network for smart metering in GB. It operates under the conditions of the Smart Meter Communications Licence, awarded by the government and regulated by Ofgem.

The current regulatory arrangements were put in place when DCC was first established and granted the licence in 2013. Now that the network is up and running and with the licence due to expire in 2025, we are initiating a review of DCC regulatory framework to ensure that it remains fit for purpose to underpin DCC’s role over the period 2025-2040.

Through this call for evidence we invite stakeholders to share their views to inform our approach towards, and the scope of, the DCC review. It is also an early opportunity for DCC customers and other interested parties to shape the trajectory of the review. The letter sets out the terms of reference, indicative timeline, and an overview of the current regulatory framework to help stakeholders contextualise what information we are seeking.
