On 12 January 2015 the government introduced The Warm Home Discount (Miscellaneous Amendments) Regulations 2015, which subsequently came into force on 11 March 2015. This extends the Warm Home Discount (WHD), introducing a new obligation period, Scheme Year 5, from April 2015 to March 2016. The regulations set out the requirements for Scheme Year 5 and detail operational changes to the scheme.

With the introduction of the regulations, we made minor amendments to our published guidance. We previously issued a draft for comment on areas of WHD where we will be exercising some degree of discretion in our administration, or the [Warm Home Discount Regulations 2001] have changed and we are making changes to our existing processes to reflect this.

The guidance document incorporates our final changes, which will apply for the WHD Scheme Year 5 obligation period. They will also apply in a few specified areas to our compliance assessment process for Scheme Year 4, where outcomes from this impact on Scheme Year 5.

The Warm Home Discount (Miscellaneous Amendments) Regulations 2015 (WHD Regs 2015) make provision for a supplier to notify Ofgem if it thinks it will not meet its spending obligation. This guidance explains how we intend to undertake our functions and the type of information that we will request of suppliers, it also provides guidance on the notification timescales and how we will determine spend levels.
