Regulatory Obligations 

The conditions of the supply licence cover various elements of the supply business. These pages focus on the social obligations placed on suppliers. Currently the main social obligation on suppliers is to produce statements which cover:


  • Payment of bills and guidance for dealing with those customers in difficulty;
  • persons who are of pensionable age, disabled or chronically sick;
  • services for persons who are blind or deaf;
  • use of prepayment meters;
  • site access/Powers of Entry; and
  • complaint handling

The statements set out what sort of service customers can expect from a supplier in certain circumstances.


The Priority Service Register (PSR)

Suppliers are required to keep a register of priority service customers who, by virtue of being of pensionable age, disabled or chronically sick, require information or advice on the special services suppliers provide. Suppliers must provide the following services free of charge (where appropriate) to eligible customers who request it:


  • Quarterly meter readings;
  • gas safety checks;
  • password schemes; and
  • third party billing
