CERT Supplier Guidance
CERT 2008 - 2011 Supplier Guidance sets out how Ofgem will approve actions, determine the improvements in energy efficiency to be attributed to complete qualifying actions, and put into practice procedures to ensure frequent monitoring of supplier’s progress towards meeting their targets.
CERT Technical Guidance Manual
The role of the CERT Technical Guidance Manual is to provide information on the factors taken into account when calculating the improvements in energy efficiency, in relation to the type of action being carried out. It also includes best practice guidelines, which Ofgem encourages suppliers to adhere to.
CERT Pro forma
When making a notification under the CERT Order suppliers should use this pro forma to detail their proposed and completed actions. The pro forma is also updated to record progress and changes to a supplier’s scheme.
CERT Scheme Spreadsheet
The CERT Scheme Spreadsheet lists improvements in energy efficiency in relation to measures used, by measure type. For all standard measures the annual carbon savings are already included in the spreadsheet. For all non-standard measures, new or innovative, microgeneration or CHP, Priority Group Flexibility or Demonstration, the annual carbon savings should be entered by the project manager into the relevant section of the spreadsheet.
The spreadsheet calculates the annual carbon reduction per measure in kgCO2/a and then converts into tCO2, which is the form in which savings are counted towards each supplier’s CER target.
When entering the number of measures the project manager should split the total number between the Priority Group and the non-Priority Group. The spreadsheet calculates the overall Priority Group percentage for the total lifetime-discounted carbon savings.
Carbon Reduction Matrix
Due to the number of CERT eligible measures, it is not possible to include all relevant carbon savings in the CERT Scheme Spreadsheet. The Carbon Reduction Matrix has been devised as a companion spreadsheet for the CERT Scheme Spreadsheet and includes the carbon savings for other measures, e.g. grey beads and powersafer.
The Carbon Reduction Matrix also includes a calculation tool for larger properties in the insulation and heating sheets as well as one in the heat pumps sheet.
