Gas and electricity licence applications - Guidance Document

The document explains the regulatory and legal framework within which Ofgem currently considers applications for all types of licence or for extensions or restrictions of licences. It then explains the procedures that Ofgem follows when assessing applications for all types of gas and electricity licences. In particular it sets out Ofgems objective and non-discriminatory criteria for deciding whether to grant a licence. The document also sets out the procedures Ofgem will follow when it proposes to refuse an application for a licence.
