This document is provided to help suppliers who are considering developing tariffs aimed specifically at low income and vulnerable customer groups. The document outlines Ofgems views on whether such tariffs could conflict with relevant regulatory obligations and competition law. This will be of particular interest to gas and electricity suppliers developing these sort of tariffs who are concerned that they may hold a dominant position in a relevant market for the purpose of the Chapter II prohibition contained within the Competition Act 1998 (Competition Act) . These companies may be concerned that offering tariffs aimed at low income and vulnerable customer groups could lead to an infringement of the Chapter II prohibition of the Competition Act.
