The Balancing and Settlement Code (BSC) contains the governance arrangements for electricity balancing and settlement in Great Britain. At 'Go Active', the Secretary of State introduced changes to the BSC which were felt appropriate for purposes connected to offshore electricity transmission. These changes were made using powers under Section 90 and 91 of the Energy Act 2004.
