Ofgem has an obligation to monitor the energy markets and consider trends in the industry. Indicative domestic consumption figures are important to this work and are a key input for any model or estimate that includes bill values or price calculations. This is particularly true where a longer term picture needs to be developed. In these cases, it is important to have a consistent benchmark so that results are comparable from one time period to the next. However, it is also important that underlying consumption values are representative of actual levels.
The figures Ofgem currently uses to represent typical annual consumption values for gas and electricity were last reviewed by energywatch in 2003. Given the changes to domestic energy consumption trends since this time, we feel these figures are in need of review.
