Creating an internal energy market
The Florence and Madrid Fora Forum were established by the Commission, in collaboration with regulators and others, in 1998 and 1999 respectively. The Florence Forum was set up as a platform to discuss the creation of a true internal electricity market, while the Madrid Forum seeks to establish a functioning internal gas market.
Participants of the Fora include national regulatory authorities, Member States, the European Commission, transmission system operators, electricity traders, consumers, network users and power exchanges. Meeting are held once or twice a year either in Florence or Rome (electricity) or Madrid (gas).

Implementing and enforcing consumer rights on the energy market across the EU
The Third Energy Package is focused on improving the operation of retail markets so as to yield real benefits for both electricity and gas consumers. In order to drive these issues forward, the Commission established the Citizens' Energy Forum, or London Forum as a new regulatory platform to help deliver competitive, energy efficient and fair retail markets for consumers.
The Forum brings together national consumer organisations, industry, national regulators, and government authorities to work on key issues such as switching energy suppliers, user-friendly billing, smart metering or protecting vulnerable groups.
