CEER and ERGEG 

 

Council of European Energy Regulators (CEER)

Lord Mogg, Ofgem’s Chairman, is currently President of the Council of European Energy Regulators (CEER).

CEER brings together the independent national energy regulators from the Member States of the European Union (EU) and the European Economic Area (EEA). It acts as a focal point for contacts between national energy regulators and is their primary interface at a European level.

A number of CEER workgroups have been established to take forward its work. Ofgem is actively involved in many of these working groups and is vice-Chair of the Electricity Working Group. Ofgem also chairs a number of Task Forces that undertake detailed work on key issues such as gas and electricity regional markets.

European Regulators Group for Electricity and Gas (ERGEG)

Lord Mogg, Ofgem’s Chairman, is currently Chair of European Regulators Group for Electricity and Gas (ERGEG).

ERGEG was set up by a European Commission Decision in November 2003 and acts as an advisory group to the Commission. The membership of ERGEG is limited to the EU regulators but regulators from the candidate countries and the European Economic Area hold Observer status.

ERGEG is the route by which European regulators provide formal advice to the European Commission. This typically takes the form of:

  • detailed technical advice on the rules which regulators see as necessary for the effective implementation of the legislative framework, and
  • reporting on the actual state of implementation of the relevant rules and guidelines and on the level of competition in each of the Member States.

Ofgem is actively involved in a number of workgroups and task forces and is currently vice-chair of the Electricity Focus Group.
