Stuart Cook is Managing Director of E-Serve, Ofgem’s delivery arm, and a member of the Gas and Electricity Markets Authority.
Prior to taking on this role he was Senior Partner, Smarter Grids and Governance, when he was responsible for all aspects of electricity and gas transmission and distribution policy, including the RIIO price control reviews, and our work on network charging and Smart Grids.
Stuart joined Ofgem in 2008. He has over 21 years of utilities industry experience. Prior to starting with Ofgem he worked as a Managing Consultant within the Energy and Utilities Consulting Practice of PA Consulting Group. Before that, he was with PwC Consulting in the UK and in Australia.
He has worked with leading industry players around the world. He was an adviser to the energy industry during the first transmission price control, provide regulatory advice to a number of industry players, led the design of commercial arrangements for the competitive Scottish retail market, and led on aspects of Ofgem’s wholesale and retail market policy.
