Philip Cooper joined Ofgem as Associate Director Projects in March 2011. He is responsible across both Ofgem and E-serve for leadership in Portfolio, Programme and Project Management, to help Ofgem successfully deliver it’s objectives in support of Ofgem’s regulatory functions and the Government’s commitment to a low carbon future.

Philip was previously Programme Manager for HM Treasury’s Major Projects Review Group that provides an effective scrutiny of the largest and most complex projects across government, and for five years was an OGC Gateway Director providing reviews to DECC, MOD, DH, DTI and many other major spending Departments. Before that Philip was Head of Information Systems Services at the FCO, leading a team credited with transforming the FCO into a 24/7 on-line organisation. A Chartered Electrical Engineer, Philip’s early career was as a design engineer of control and instrumentation for power generation and utilities.
