Emma Kelso joined Ofgem in October 2007. She is responsible for Ofgem’s Retail and Market Processes team, whose role is to ensure the effective functioning of the energy retail market, and the market processes that support that, including current metering arrangements.
Prior to joining Ofgem Emma worked at the Office of Rail Regulation on the 2008 Periodic Review of Network Rail’s outputs and funding from access charges. Before that, she worked for the Independent Pricing and Regulatory Tribunal of New South Wales, Australia, focussing primarily on energy regulation for both the distribution and retail sectors. Emma spent the early part of her career in economic consulting, specialising in utility regulation across a range of industries and countries.
