Colin Sausman is Partner, Smarter Markets within Ofgem’s Markets Division. He leads Ofgem’s work on the regulatory design of smart meter rollout and improving energy markets enabled by smart meters. An economist, and member of the Government Economic Service since 1994, Colin joined Ofgem in 1999. He has experience across a wide range of regulatory and competition issues in the energy sector in the both the UK and Australia.
Colin was Ofgem Programme Director for the policy design for the Smart Metering Implementation Programme which was delivered in March 2011 jointly with the Department of Energy and Climate Change. Between 2007 and 2010 Colin was seconded as a Senior Director to the Australian Energy Market Commission in Sydney. There he led a major review for the Australian Ministerial Council on Energy on the resilience of the energy market design to the introduction of an Emissions Trading Scheme and target volumes for renewable generation. Colin has also led major Ofgem policy initiatives on reforming transmission charging as part of the introduction of the British Electricity Transmission and Trading Arrangement (BETTA) reforms in 2004, and in designing economic incentives for gas and electricity transporter as part of the 2007 Transmission Price Control Review (TPCR).
